Mr. William Beazley and SPED Board members:
This letter is to inform you of The Dow Chemical Company' s (Houston
operation) intent to support the concept of certification for Piping Engineers
and Designers offered by SPED (Society of Engineers and Designers). I understand
the benefits of this certification process will:

- Ensure qualified individuals through a neutral third party verification
and testing process
- Reduce the screening time required to select qualified personnel
- Reduce or Eliminate "on-the-job" screening (by reducing the turnover due
to inadequate qualification)
- Provide individuals with professional development guidelines
- Ensure design standardization and qualification measurements
To assist in the implementation Dow is planning to make the SPED
certification a "Recommended Requirement" for all new Piping Designers and
Engineers. As the momentum for this certification
grows in our local area, Dow will consider making the certification a more
stringent requirement.
The Houston area is one of the largest engineering centers in the world and
through your commitment, dedication and training we can ensure the level of
qualified resources remain intact.
The Dow Chemical Company has been a corporate member of SPED for many years
and looks forward to an ongoing relationship.
Sincerely,
Lisa Hagler
Piping Design Department - Resource Leader
